India: “Protracted People’s War at Hand,” Warns Top Maoist CPI

HYDERABAD: The CPI (Maoist) sees new opportunities to advance ‘protracted people’s war’ with the Central Government  allegedly pursuing pro-imperialist and ‘country-selling’ policies at a faster pace and also advancing a Hindu-fascist agenda in various forms.

CPI (Maoist) general secretary Ganapathy, in an interview to Maoist Information Bulletin (MIB), a copy of which is with Express, spoke of the challenges his party has to overcome and on a host of other issues.

“After coming to power, the BJP is implementing pro-imperialist, country-selling policies at a break-neck pace catering to the needs of foreign and Indian big capitalists and big landlords while, at the same time, advancing the Hindu-fascist agenda in various forms. Thus, there is need for uniting all democratic, progressive, secular and patriotic forces. Newer and more numerous classes, social sections, forces of society will be brought into the arena of struggle, and new opportunities for advancing the PPW will open up.“The situation around the world is becoming increasingly favourable for a revolution. “The imperialist world economy is still reeling under a serious crisis and all  fundamental contradictions in the world are sharpening. Consequently, the revolutionary, democratic and national liberation forces all over the world are gaining strength against imperialism and its domestic props. Maoist forces too are consolidating.”

Friday, the 30th January turned out to be a day when the Kerala state machinery and its lawless police brazenly demonstrated yet again that they can’t for once uphold the law of the land while dealing with political dissent of any nature. If post-1947 India have demonstrated that successive governments at the centre or the states used its police and the state machinery for targeting political rivals from different political combinations of the day, it is incriminating to note that all the governments that occupied power throughout the last 68 years have been unequivocal in maintaining the state of permanent emergency for tackling political dissent of the people!

On the 30 January 2015, the Kerala police and the special branch arrested Jaison Cooper in Ernakulam from his work place and Adv. Thushar Nirmal Sarathy from Calicut while he was addressing the press about a protest programme to be held there the following day against the increasing violations of the fundamental rights of the people in the state. At the same time, the police raided the residences of Thushar Sarathy, Advocate Manuel Joseph who is a people’s activist, Ms. Jolly Chirayath, convener of the Women’s Collective, and a artist activist. From the residence of Thushar Sarathy the police took away several case files without even bothering to record the list of the ‘seizures’ that they have done. Even the search was conducted without any warrant being shown to the custodians of the residences.

As increasing instances of impunity have become the hallmark of the police and investigating agencies in the Indian subcontinent with the Kerala police refusing to be different, one can only foresee a motivated police out to incriminate, frame those who are critically looking at the policies of the government. For the police, the fundamental freedoms enshrined in the constitution of the largest democracy seemed to, for every practical purpose, remain in permanent suspension, all in the name of ‘national interest’, ‘national security’ and last but not the least that weapon of mass destruction—‘development’.

In the past 10 years, Communist Party of India (Maoists) organised as many as 489 training camps for more than 40,000 cadres who have been taught about the use of sophisticated weapons and guerrilla warfare, according to information obtained under the Right to Information (RTI) Act from the Ministry of Home Affairs (MHA).

    The revelations are significant as in the recent months several attacks on security personnel have been carried out by Maoists. These very 40,000 cadres have been trained over the years for such deadly attacks. The original number of cadres trained could be much higher as this is just the data which MHA has recorded. NEW DELHI: At a time when the government is busy with security preparations for US President Barack Obama’s arrival to be the chief guest at the 65th Republic Day celebrations on January 26 here, the Maoists have called out to people to “condemn and boycott” the visit.

“In protest of calling him to be the chief guest at the at the Republic Day celebrations, we call upon people to observe 26th January as a day of protest and to boycott all the meetings,” a written statement issued by the Dandakaranya Special Zonal Committee of the CPI (Maoist), dated January 5, said.

Hyderabad: Jail official shifted for bias towards VIPsVISAKHAPATNAM: The central committee leaders of the CPI Maoists that are housed in the Vizag central prison announced that they would observe a day-long hunger strike in jail on Wednesday on the occasion of World Human Rights Day to protest harassment and threats to tribal political prisoners and their families by the police.A letter, issued under the names of the central committee leaders including Amit Bagchi, Baccha Prasad Singh, Akhilesh Yadav, Narla Ravi Sarma, Vijaya Kumar Arya and Andhra-Odisha Border (AOB) area leaders Manda Yesobu alias Jaipal, and Marpu Venkata Ramana alias Jagadeesh, was sent to the TOI office on Tuesday.

In the letter, the Maoist leaders demanded that the government stop illegal arrests and threatening family members of prisoners. “The intelligence cops should stop contacting tribal prisoners in jail or in the courts during hearings. Maoists political prisoners should not be re-arrested once released from jail. Cases should be expedited by filing chargesheets in the shortest possible time and in cases that is not done, self bail should be granted,” the leaders demanded.

The National Alliance for People’s Movements (NAPM), apex body of several people’s bodies across India, has decided to converge in New Delhi on December 2, 2014 to oppose Narendra Modi-led NDA government’s proposed changes in the land acquisition Act, passed last year in Parliament when the UPA-2 government was in power. Calling the decision to change the Act “unacceptable”, the rally will also oppose proposed changes to social, environmental and labour laws. The NAPM believes the rally is particularly important because the BJP’s victory in the Maharashtra and Haryana assembly polls has only boosted the party’s confidence.

“Now the BJP is talking of bringing an ordinance”, the NAPM says, adding, “Let there be no confusion, people’s movements are not going to sit silently and watch these changes take place. People of this country will teach the political class a lesson, as they have done in past. If Modi is too keen to fulfill the agenda of Ambani and Adani then what about the agenda of the people, who have voted them?”

VADAKARA: Wall posters and notices in the name of banned group CPI (Maoist) appeared at some locations in Vadakara police station limit on Sunday.

The posters also asked the people to join CPI(Maoist) for a new democratic-unexploited India by strengthening the ‘class struggle’.

The posters requested people to be united with the CPI(Maoist) ‘to defeat the imperialist government and its armed forces’.   The group also asks the people to reclaim the rights for forest, water and land.

India Orders Colonized Naga Soldiers to Fight Revolutionary Maoists

[The Indian state’s war on tribal people (adivasis) and their Maoist champions is guided by the historic colonizer’s strategy book. When they order troops from colonized nations within India to fight people rising against Indian State terror, it is useful to remember …. this has been done, many times, before.
When hostages identify with their captors, it is called the “Stockholm Syndrome.”  As Malcolm X pointed out, when “House Negroes” see the Master’s house is on fire, they run for water to extinguish the flames, while “Field Negroes” get gasoline so the fire will burn more intense.  In this sense, as Steve Biko said, “The most potent weapon of the oppressor is the mind of the oppressed.”  These “mental” weapons for the oppressors become material, when the oppressed take up arms for the oppressor.  The rejection of such colonized deployments is a critical part of every liberation and revolution.
When the French colonizers fought the British colonizers in North America, they manipulated indigenous people (“Indians”) to do their fighting for them. When, after the US Civil War, the Northern victors set out to conquer the native “Indians” in lands to the West, they deployed Black soldiers (“Buffalo Soldiers”) to carry through the colonization fight. When Europeans were facing uprisings across colonized Africa, they most commonly sent their native colonial troops to suppress the anti-colonial challengers.
Hundreds of such examples dot the pages of colonial history – and in some cases, like the San Patricio Battalion (Irish migrants who were deployed by the US in the “Mexican War” of the 1840’s), or Black troops deployed against the Filipino independence fighters in early 1900s, or US soldiers in Vietnam who became resisters and fraggers, the deployment of oppressed soldiers against other oppressed peoples was rejected and many refused to fight, and some joined the resistance of the colonized. This struggle to exorcise the influence of the oppressor, to de-colonize the minds of the oppressed, continues today in Nagaland, in Chhattisgargh, and everywhere oppression and resistance is found. — Frontlines ed.]

The Manipur based underground group Maoist Communist Party Manipur (MCPM) has asked Naga Regiments not to allow themselves to be deployed in the Maoist stronghold areas of India, especially in Dandakaranya Revolutionary zone.
Publicity and propaganda secretary Comrade Nonglen Meitei of the outfit, in a statement dispatched to the local media, appealed to the Naga Regiment to oppose the implementation of this decision regarding their deployment.
It further appealed the regiment not to go to Chhattisgarh as “slaves” while urging to raise their voices against the forceful deployment and showed solidarity towards the revolutionary people of that region who are fighting for their very existence. Continue reading

Manipur: Female cadres of Maoist Communist Party vow to take on wrong doers against women

Imphal, September 27:  The Maoist Communist Party of Manipur has urged the women of the State to join its liberation movement waged with the aim of ushering in an egalitarian society to root out crimes against women. In a meeting attended only by leaders of its 14 women`s wings on the death anniversary of Lamyanba Hijam Irabot, the resolutions of strictly dealing with crimes committed against and intensifying the movement to liberate women by establishing women`s wings in all the 60 assembly constituencies in the State were taken, stated a press release from the party. Lamyanba Hijam Irawat had always supported political activism by women.

Ten years ago, we came before you to announce a joyous event – the merger of two revolutionary streams. A single Maoist party, the Communist Party of India (Maoist) was formed on the 21st of September, 2004, to shoulder the tasks of revolution. Today we place before you an account of these momentous years. It has been a decade of heroic struggle and sacrifices by the best daughters and sons of this land. Nearly two thousand and five hundred of them, from Dandakaranya (Chattisgarh), Bihar, Jharkhand, Andhra Pradesh, Telengana, Maharashtra, Odisha, Paschim Banga, Karnataka, Tamil Nadu, Uttar Pradesh, Uttarakhand and Asom, laid down their precious lives. They include hundreds of great leaders of the revolution, from the topmost level of our party to its basic levels. [A few years back, some Indian government people released a statement that “the Maoists” (which the government calls ay radical movement in tribal areas) have a lot of child soldiers.  To some extent, the government in saying this is reacting to and slandering the youthfulness of rebellion.  Because young people in India’s tribal areas become politically active and join political movements against the conditions they have been born and grown up in, the ranks of rebellious and revolutionary movements are filled with young people.  But the fact that the police force young people to leave school and work for the police, reveals what the police really think of children, as they have created an unschooled “child police” force which, one can only predict, will backfire in many ways. — Frontlines ed.]
