Nepal: The new Maoist party meets, and sets its course

A national convention of the revolutionary faction of the Unified Communist Party of Nepal (Maoist) successfully held on June 16-18, 2012 concluded amid inaugural session, closed session and concluding session in the premises of Sherpa Sewa Samaj building in Bouddha, Kathmandu. The programmes run in the historic national convention in which several important decisions have been taken are as follows.

2. Conducted by comrade C. P. Gajurel, secretary of the UCPN (Maoist), a grand inaugural session, in which there was a huge participation of the masses along with party general secretary comrade Badal, standing committee members comrade Dev Gurung and comrade Netra Bikram Chand, politburo members, central committee members and members of the central advisory committee, was held under the chair of vice chairman comrade Kiran.
3. The inaugural session began with lively and enthusiastic singing of the International by Samana cultural troupe.
4. A one-minute silence was observed to pay emotional tributes to martyrs, who attained martyrdom in the glorious People’s War and various other people’s movements.
5. Vice Chairman comrade Kiran formally inaugurated the convention by lighting a traditional oil-fed lamp and delivered a speech shedding light on the need to build a new type of communist party by breaking relationship with the opportunist group.
6. Standing committee member comrade Netra Bikram Chand (Biplab) delivered a welcome speech and shed light on the significance of the convention.

Chairman of All Nepal Dalit Liberation Front comrade Tilak Pariyar, chairman of Madhesi Liberation Front comrade Krishnadev Singh Danuwar, chairperson of All Nepal Women’s Association (Revolutionary) comrade Jayapuri Ghartimagar, chairman of Federation of All Nepal Indigenous Nationalities comrade Suresh Alemagar, chairman of the Association of Families of Disappeared during the People’s War comrade Ekraj Bhandari, comrade Parbat on behalf of the association of wounded and disabled fighters during People’s War etc. delivered their speeches wishing for the success of the convention.

Baidya gears up to form new party

Kathmandu Post, KATHMANDU, MAY 28 – The hard-line faction of the Maoist party led by Vice-chairman Mohan Baidya has decided to begin the process of forming a separate party “to preserve the core ideology of the Maoist party.”

The faction has also demanded public apology from party Chairman Pushpa Kamal Dahal for his failure to promulgate a new constitution through the CA.

A meeting of the party’s Central Committee members loyal to Baidya on Monday decided to speed up discussions among the groups on the formation of a new party. With the dissolution of the CA, hardline leaders say it is now easy for them to split the party as they will not require signatures of 40 percent of the lawmakers to register a new party.

Baidya is also preparing to collect signatures of 6,000 cadres that is needed when registering a new party with the Election Commi-ssion. The meeting also concluded that a new national consensus government must be formed after discussions among all political forces. The faction criticised the government’s decision to go for elections. “It is an unconstitutional and undemocratic decision,” the faction said in a statement. “The formation of a new party is inevitable and the need of history to safeguard people’s rights,” CC member Bharat Bam said.

Nepal: Maoist factions agree to embrace (at arms’ length) for 60 days

MAOISTS TO REMAIN ‘UNITED’ AT LEAST UNTIL END OF MAY
Kathmandu, 29 March: – Despite sharp ideological and political differences, UCPN (Maoist) will remain united at least till May 27 as an informal meeting of the Central Committee members of establishment faction on Wednesday recognised the parallel functioning of party’s hard-line faction led by party’s Vice-chairman Mohan Baidya.
Though the establishment faction led by party’s Chairman Pushpa Kamal Dahal was all set to hold an official CC meeting, they held only the informal meeting in the request of Baidya faction and unveiled a separate policy and programme to “create an appropriate environment to conclude peace and constitution writing processes”.
The meeting also decided to organise a separate programme to mark party establishment day on April and a grand mass meeting on May 1 in Kathmandu for peace, constitution and labour rights. The meeting also decided to declare a union of those disqualified combatants and who opted for volunteer retirement and to initiate a campaign for peace and constitution within the deadline.
The hardliners few days ago had unveiled their own policies and programmes highlighting the need of revolt to ensure people’s constitution.
With this, the rival factions will function separately with their respective policies and programmes. The establishment faction led by Dahal and Bhattarai will work for peace and constitution while hard-liners will make preparations for possible revolt.
