Details given in a confidential briefing this week confirm that the UN has agreed to become the chief enforcer of Israel’s ongoing siege of Gaza.

Under the guise of reconstruction, the UN will be monitoring and gathering private information about Palestinian households to be passed onto Israel, which will have a veto over which families get aid to rebuild their homes.

This was presented as part of an effort to try to entrench and legitimize the Israeli-backed Ramallah-based Palestinian Authority of Mahmoud Abbas in Gaza.
Under the arrangements, Israel will be given even more intrusive control over the lives of Palestinians in Gaza, who will be subjected to onerous ongoing monitoring as they try to rebuild their houses, communities and lives following Israel’s summer massacre.

UN agencies estimate that almost 90,000 homes must be rebuilt, in addition to hundreds of schools and other major infrastructure systematically destroyed in Israel’s attack, or degraded by years of blockade.

Shortly after the signing of the Oslo accords between Israel and the PLO in 1993, the Jerusalem Post ran a cartoon that depicted a critical aspect of those accords which has rarely been discussed much less acknowledged. In the cartoon, a smiling Yasser Arafat was sitting upright on a stretcher giving a “V” sign. The stretcher bearers were Israeli Prime Minister Yitzhak Rabin and Shimon Peres.

Its message was clear: the Oslo agreement had come to the rescue of the PLO chairman whose reputation among his fellow Palestinians had sunk to the bottom of the barrel. The price they were to pay was dear: the legitimizing of Israel’s presence in 62% of the West Bank, what is commonly known as Area C and which Israel is quite likely to annex. Arafat’s representative at Oslo who negotiated the accords that effectively signed away West Bank land to Israel and ended the first intifada was Mahmoud Abbas.

Now, let’s jump ahead 21 years to the present where the support of West Bank Palestinians for Abbas, Arafat’s successor, has been even lower than it was for the late PLO chair and with good reason: By any definition one chooses, Abbas is a traitor, a collaborator with the enemy. His Palestinian Authority “Preventive Security” police force closely coordinates its activities with Israel’s security forces with the goal of suppressing resistance to Israel’s ongoing occupation and ethnic cleansing while leaving Palestinians without a semblance of protection against Israeli raids on West Bank towns and refugee camps. For all intents and purposes, that goal has been achieved.

Associated Press: “Palestinian rivals crack down harder on opponents”

RAMALLAH, West Bank — The rival Palestinian governments in the West Bank and Gaza Strip have clamped down harder on opponents and critics in recent months — deepening a nasty split that could prevent Palestinian statehood even if peace talks with Israel kicking off this week succeed against long odds.

New reports by Palestinian rights groups highlight a surprising symmetry in the abuse that the U.S.-backed government of Palestinian President Mahmoud Abbas in the West Bank and his Iranian-supported rivals Hamas in Gaza inflict on each other.

Both governments carry out arbitrary arrests, ban rivals from travel, exclude them from civil service jobs and suppress opposition media, the rights groups say. Torture in both West Bank and Gaza lockups includes beatings and tying up detainees in painful positions.

Hamas and Abbas’ Fatah organization have harassed each other ever since the Islamic militant Hamas seized Gaza in 2007. However, the crackdowns have become more sweeping in recent months as each aims to strengthen its grip on its respective territory. Continue reading

RAMALLAH, West Bank — Dozens of men believed to be plainclothes Palestinian security personnel broke up a gathering of activists opposed to new Mideast peace talks on Wednesday, reflecting the Palestinian leadership’s sense of vulnerability as it prepares to launch negotiations with Israel next week.

President Mahmoud Abbas has come under widespread criticism at home for caving in to U.S. pressure to join the negotiations without an Israeli pledge to freeze all construction on land claimed by Palestinians. The attempt to stifle dissent appeared to reflect concerns that the unhappiness could escalate into public unrest.

In the West Bank city of Ramallah, about 200 activists from various opposition groups had gathered in a meeting hall to issue a declaration opposing the peace talks when dozens of young men sitting in the audience stood up, hoisted posters of Abbas and shouted slogans in support of the Palestinian leader.
