Congress Gets Out of the I.M.F.’s Way

The House went into holiday recess after passing a measure that included ratification of International Monetary Fund reforms.

After five years of Republican foot-dragging, members of Congress last week ratified an agreement that will increase the capital of the International Monetary Fund and give developing countries like China and India a greater say in the organization.

This should strengthen the fund at a time when its expertise is needed to help revive a slowing global economy. In 2010, the Obama administration negotiated an agreement with other countries to double the I.M.F.’s capital to about $755 billion, so it could lend more money to troubled countries like Greece and Spain. The changes also gave more voting power in the fund’s management to China, India, Brazil and Russia while slightly reducing the clout of European countries and the United States.

Democracy Now, February 24, 2015 — As Netanyahu Tries to Stop U.S.-Iran Deal, Leaked Cables Show Israeli Spies Reject His Nuke Claims

In what has been described as the biggest intelligence leak since Edward Snowden, Al Jazeera has begun publishing a series of spy cables from the world’s top intelligence agencies. In one cable, the Israeli spy agency Mossad contradicts Prime Minister Benjamin Netanyahu’s own dire warnings about Iran’s ability to produce a nuclear bomb within one year. In a report to South African counterparts in October 2012, the Mossad concluded Iran was “not performing the activity necessary to produce weapons.” The explosive disclosure comes just as the United States and Iran have reported progress toward reaching a nuclear deal, an outcome Netanyahu will try to undermine when he addresses the U.S. Congress next week. We go to Doha to speak with Clayton Swisher, the head of Al Jazeera’s investigative unit, which broke the Iran story and several others in a series of articles called, “The Spy Cables.”

AARON MATÉ: Just days before his controversial speech to the U.S. Congress, an explosive report has raised new questions about Israeli Prime Minister Benjamin Netanyahu’s effort to thwart a nuclear deal with Iran. According to Al Jazeera, Israel’s spy agency, the Mossad, contradicted Netanyahu’s own dire warnings about Iran’s ability to produce a nuclear bomb within one year. In a leaked cable to South African counterparts in October 2012, the Mossad concluded Iran was, quote, “not performing the activity necessary to produce weapons.” The assessment was sent just weeks after Netanyahu went before the U.N. General Assembly with a far different message. Netanyahu held up a cartoonish diagram of a bomb with a fuse to illustrate what he called Iran’s alleged progress on a nuclear weapon.

PRIME MINISTER BENJAMIN NETANYAHU: This is a bomb. This is a fuse. In the case of Iran’s nuclear plans to build a bomb, this bomb has to be filled with enough enriched uranium. And Iran has to go through three stages. By next spring, at most by next summer, at current enrichment rates, they will have finished the medium enrichment and move on to the final stage. From there, it’s only a few months, possibly a few weeks, before they get enough enriched uranium for the first bomb. A red line should be drawn right here, before—before Iran completes the second stage of nuclear enrichment necessary to make a bomb.

AMY GOODMAN: That was Israeli Prime Minister Benjamin Netanyahu in September of 2012. The Mossad assessment contradicting Netanyahu was sent just weeks after, but it was likely written earlier. It said Iran, quote, “does not appear to be ready” to enrich uranium to the higher levels needed for a nuclear weapon. A bomb would require 90 percent enrichment, but the Israeli spy agency, Mossad, found Iran had only enriched to 20 percent. That number was later reduced under an interim nuclear deal the following year.

That 2013 agreement laid the basis for the ongoing talks in Geneva this week between Secretary of State John Kerry and his Iranian counterpart, Mohammad Javad Zarif. The U.S. and Iran are seeking a framework agreement to curb Iran’s nuclear program and impose international monitoring in return for an easing of U.S.-led sanctions before a March 31st deadline. The talks appear to be gaining momentum, with the involvement of high-ranking officials from both sides and leaked details of a plan to limit Iranian nuclear production for at least 10 years. They are set to resume next week.

AARON MATÉ: The advancing talks and the leaked cable come just as Netanyahu prepares for a controversial U.S. visit, where he’ll try to undermine the nuclear deal. On March 3rd, Netanyahu will address a joint session of Congress on Iran at the invitation of Republican House Speaker John Boehner. The trip has caused a major rift with the White House, to the point where Obama has refused to host Netanyahu for a meeting. Administration officials are also reportedly withholding details of the talks from Israeli counterparts. Speaking last week, White House Press Secretary Josh Earnest said Israel has spread false information about the proposed nuclear deal.

PRESS SECRETARY JOSH EARNEST: There’s no question that some of the things that the Israelis have said in characterizing our negotiating position have not been accurate. There’s no question about that.

Mexico and US actions link Ayotzinapa, Ferguson, Garner

Hundreds of Mexican immigrants and other activists held actions in at least 47 US towns and cities on Dec. 3 to protest the abduction of 43 teachers’ college students by police and gang members in Mexico’s Guerrero state in September; each of the 43 students had one of the actions dedicated to him.

The protests were organized by UStired2, a group taking its name from #YaMeCansé (“I’m tired now,” or “I’ve had it”), a Mexican hashtag used in response to the violence against the students, who attended the Raúl Isidro Burgos Rural Teachers’ College in the Guerrero town of Ayotzinapa. The protesters focused on US government financing for the Mexican government—especially funding for the “war on drugs” through the 2008 Mérida Initiative—but they also expressed outrage over the US court system’s failure to indict US police agents in two recent police killings of unarmed African Americans.

Shortly after the signing of the Oslo accords between Israel and the PLO in 1993, the Jerusalem Post ran a cartoon that depicted a critical aspect of those accords which has rarely been discussed much less acknowledged. In the cartoon, a smiling Yasser Arafat was sitting upright on a stretcher giving a “V” sign. The stretcher bearers were Israeli Prime Minister Yitzhak Rabin and Shimon Peres.

Its message was clear: the Oslo agreement had come to the rescue of the PLO chairman whose reputation among his fellow Palestinians had sunk to the bottom of the barrel. The price they were to pay was dear: the legitimizing of Israel’s presence in 62% of the West Bank, what is commonly known as Area C and which Israel is quite likely to annex. Arafat’s representative at Oslo who negotiated the accords that effectively signed away West Bank land to Israel and ended the first intifada was Mahmoud Abbas.

Now, let’s jump ahead 21 years to the present where the support of West Bank Palestinians for Abbas, Arafat’s successor, has been even lower than it was for the late PLO chair and with good reason: By any definition one chooses, Abbas is a traitor, a collaborator with the enemy. His Palestinian Authority “Preventive Security” police force closely coordinates its activities with Israel’s security forces with the goal of suppressing resistance to Israel’s ongoing occupation and ethnic cleansing while leaving Palestinians without a semblance of protection against Israeli raids on West Bank towns and refugee camps. For all intents and purposes, that goal has been achieved.

It isn’t exactly the towering 20-foot wall that runs like a scar through significant parts of the U.S.-Mexican borderlands. Imagine instead the sort of metal police barricades you see at protests. These are unevenly lined up like so many crooked teeth on the Dominican Republic’s side of the river that acts as its border with Haiti. Like dazed versions of U.S. Border Patrol agents, the armed Dominican border guards sit at their assigned posts, staring at the opposite shore.  There, on Haitian territory, children splash in the water and women wash clothes on rocks.

One of those CESFRONT (Specialized Border Security Corps) guards, carrying an assault rifle, is walking six young Haitian men back to the main base in Dajabon, which is painted desert camouflage as if it were in a Middle Eastern war zone.

If the scene looks like a five-and-dime version of what happens on the U.S. southern border, that’s because it is. The enforcement model the Dominican Republic uses to police its boundary with Haiti is an import from the United States.

WASHINGTON, D.C., United States – As U.S. Secretary of State John Kerry arrived in France today, Le Monde, an authoritative newspaper, published a report based on the secret documents leaked by Edward Snowden.  It is expected that France’s Foreign Minister Laurent Fabius will discuss this issue with Kerry during his visit.

Adding already to the previous disclosures of the N.S.A’s worldwide surveillances in Germany, England. Brazil, and Mexico, today’s report stated that the N.S.A. recorded over 70 million digital communications in France over the span of one month.  It is believed that businesses, officials, and terror suspects were specifically targeted.

France’s American Ambassador, Charles Rivkin, stated that, “These kinds of practices between partners are totally unacceptable and we must be assured that they are no longer being implemented.”  Additionally Manuel Valls, France’s Interior Minister, called today’s report “shocking” and that it “will require explanation.”

President Barack Obama, a man of infinite cynicism, made a great show of going on pilgrimage to Nelson Mandela’s old prison cell on Robben Island, where the future first Black president of South Africa spent 18 of his 27 years of incarceration. With his wife and daughters in tow, Obama said he was “humbled to stand where men of such courage faced down injustice and refused to yield…. No shackles or cells can match the strength of the human spirit,” said the chief executive of the unchallenged superpower of mass incarceration, a nation whose population comprises only 5 percent of humanity, but is home to fully one-quarter of the Earth’s prison inmates.

 

True sociopaths, like the commander-in-chief who updates his Kill List every Tuesday, have no sense of shame, much less irony. Obama feigns awe at Mandela’s suffering and sacrifice in the prisons of apartheid South Africa, yet presides over a regime that, on any given day, holds 80,000 inmates in the excruciating torture of solitary confinement. During Nelson Mandela’s nearly three decades of imprisonment by the white regime, he spent a total of only about one week in solitary confinement. The rest of the time, despite often harsh treatment, backbreaking labor, and unhealthy conditions, Mandela and other political prisoners at Robben Island and other South African jails were typically housed together. Indeed, Mandela and his incarcerated comrades called the prisons their “university,” where they taught each other to become the future authorities over their jailers.

Berlin accuses Washington of cold war tactics over snooping

Reports of NSA snooping on Europe go well beyond previous revelations of electronic spying

Transatlantic relations plunged at the weekend as Berlin, Brussels and Paris all demanded that Washington account promptly and fully for new disclosures on the scale of the US National Security Agency’s spying on its European allies.

As further details emerged of the huge reach of US electronic snooping on Europe, Berlin accused Washington of treating it like the Soviet Union, “like a cold war enemy”.

The European commission called on the US to clarify allegations that the NSA, operating from Nato headquarters a few miles away in Brussels, had infiltrated secure telephone and computer networks at the venue for EU summits in the Belgian capital. The fresh revelations in the Guardian and allegations in the German publication Der Spiegel triggered outrage in Germany and in the European parliament and threatened to overshadow negotiations on an ambitious transatlantic free-trade pact worth hundreds of billions due to open next week.

The reports of NSA snooping on Europe – and on Germany in particular – went well beyond previous revelations of electronic spying said to be focused on identifying suspected terrorists, extremists and organised criminals.

Der Spiegel reported that it had seen documents and slides from the NSA whistleblower Edward Snowden indicating that US agencies bugged the offices of the EU in Washington and at the UN in New York. They are also accused of directing an operation from Nato headquarters in Brussels to infiltrate the telephone and email networks at the EU’s Justus Lipsius building in the Belgian capital, the venue for EU summits and home of the European council.

Citing documents it said it had “partly seen”, the magazine reported that more than five years ago security officers at the EU had noticed several missed calls apparently targeting the remote maintenance system in the building that were traced to NSA offices within the Nato compound in Brussels.

Obama in South Africa: Washington tells Pretoria how to ‘play the game’ in Africa

July 1, 2013 – Links International Journal of Socialist Renewal – US President Barack Barack Obama’s weekend trip to South Africa may have the desired effect of slowing the geopolitical realignment of Pretoria to the Brazil-India-Russia-China-South Africa (BRICS) axis. That shift to BRICS has not, however, meant deviation from the hosts’ political philosophy, best understood as “talk left, walk right” since it mixes anti-imperialist rhetoric with pro-corporate policies.

Overshadowed by Nelson Mandela’s critically ill health, Obama’s implicit denial of a US imperial agenda could not disguise Washington’s economic paranoia. As expressed on June 25 by White House deputy national security adviser Ben Rhodes, “What we hear from our businesses is that they want to get in the game in Africa. There are other countries getting in the game in Africa – China, Brazil, Turkey. And if the US is not leading in Africa, we’re going to fall behind in a very important region of the world.”

Over a century earlier, another Rhodes – Cecil John – explained that very game: “We must find new lands from which we can easily obtain raw materials and at the same time exploit the cheap slave labour that is available from the natives of the colonies. The colonies would also provide a dumping ground for the surplus goods produced in our factories.” Although there is no longer formal slave labour within formal colonies, this sentiment readily links the neoliberal agenda of both the BRICS and the US.

Perhaps embarrassed, Obama himself retracted Ben Rhodes’ confession of inter-imperial rivalry when asked by the White House press corps: “I want everybody playing in Africa. The more the merrier. A lot of people are pleased that China is involved in Africa.”

This must have raised cynical eyebrows, because he added, “China’s primary interest is being able to obtain access for natural resources in Africa to feed the manufacturers in export-driven policies of the Chinese economy.”

Edward Snowden, NSA files source: ‘If they want to get you, in time they will’

The source for the Guardian’s NSA files on why he carried out the biggest intelligence leak in a generation – and what comes next.  Edward Snowden was interviewed over several days in Hong Kong by Glenn Greenwald and Ewen MacAskill.

Q: Why did you decide to become a whistleblower?

A: “The NSA has built an infrastructure that allows it to intercept almost everything. With this capability, the vast majority of human communications are automatically ingested without targeting. If I wanted to see your emails or your wife’s phone, all I have to do is use intercepts. I can get your emails, passwords, phone records, credit cards.

“I don’t want to live in a society that does these sort of things … I do not want to live in a world where everything I do and say is recorded. That is not something I am willing to support or live under.”

US opposition to minimum wage increase in Haiti revealed

Sweat shop in Haiti (file foto) WikiLeaks public cables have showed how the U.S. Embassy in Haiti worked closely with factory owners contracted by Levi’s, Hanes and Fruit of the Loom to block an increase to the minimum wage for Haitian workers. In 2009, the minimum wage was $1.75 per day. In June 2009, responding to workers’ pressure, a parliamentary bill proposed to raise it to $5 per day. Factory owners opposed it saying they would only pay $2.50 “to make T-shirts, bras and underwear for US clothing giants like Dockers and Nautica”. Backed by the US Agency for International Development (USAID) and the US Embassy, they urged then Haitian President René Préval to intervene. The Haiti cables reveal how closely the US Embassy monitored widespread pro-wage increase demonstrations and the political impact of the minimum wage battle. UN troops were called in to quell workers and students protests, sparking further demands for the end of the UN military occupation of Haiti. Because of these fierce demonstrations, sweatshop owners and Washington were unable to keep the minimum wage as low as they had wanted to for long. In August 2009, President Preval negotiated a deal with Parliament to have two minimum wages: $3.13/day for textile workers and $5/day for other workers. But Parliament also adopted a progressive increase over three years so in October 2012 textile workers minimum wage finally went up to $5/day ($6.25 for other sectors). “200 Gourdes ($5) right now!”

China Is Seen Nearing U.S.’s Military Power in Region

TOKYO — China’s growing industrial might is likely to allow it to mount an increasingly formidable challenge to the military supremacy of the United States in the waters around China that include Japan and Taiwan, though it will probably seek to avoid an outright armed conflict, according to a detailed new report by a group of American researchers.

The report by the nine researchers, published by the Carnegie Endowment for International Peace, said the most likely outcome for the next two decades showed China narrowing the gap with the United States in military abilities, in areas including building aircraft carriers and stealth fighter jets. At the same time, the report, to be released Friday, said China’s economic interdependence with the United States and the rest of Asia would probably prevent it from becoming a full-blown, cold-war-style foe, or from using military force to try to drive the United States from the region.

One of the authors, Michael D. Swaine, an expert on Chinese defense policy, called the report one of the first attempts to predict the longer-term consequences of China’s rise for a region whose growing economic prosperity has been largely a result of the peace and stability brought by American military hegemony. He said one conclusion was that the appearance of a new rival meant that, for better or for worse, the current American-dominated status quo might not last much longer.

“We wanted to ask, how should the United States deal with this possibility?” said Mr. Swaine, an analyst at the Carnegie Endowment, based in Washington. “Can the United States continue with business as usual in the western Pacific, or must it start thinking of alternative ways to reassure the region about security?”

Guantánamo Bay hunger strike prompts arrival of medical back-up

US military confirms presence of 40-strong team as 21 of 100 detainees refusing food are approved for force-feeding

A 40-strong medical back-up team has arrived at Guantánamo Bay, as the number of inmates taking part in a hunger strike continues to rise, the US military has confirmed. By Monday, 100 detainees were refusing food, with 21 having been approved for force-feeding.

Authorities said that the “influx” of medical reinforcements had been weeks in the planning. But the news will fuel speculation that the condition of hunger-striking prisoners at Guantánamo Bay is deteriorating. Shaker Aamer, the last British resident being kept at the centre, told his lawyer earlier this month that authorities will soon see fatalities as a result of the current action.

“I cannot give you numbers and names, but people are dying here,” said Aamer, who is refusing food.

The action is a protest against conditions at the centre, as well as the indefinite nature of the remaining prisoners’ confinement. Aamer has been cleared for release twice, but is still behind bars after 11 years. He has never been charged or faced trial but the US refuses to allow him to return to the UK, despite official protests by the British government.

Of the 166 detainees left at Guantánamo, almost two-thirds are on hunger-strike. Five of those approved by guards to be subjected to force-feeding are in hospital.

Obama Orders Reinvasion Of Iraq After Illuminating Trip Through Bush Presidential Library

Obama says the case for war outlined in the George W. Bush Presidential Library and Museum is “clear and undeniable.”

DALLAS—After taking an “eye-opening” tour of the newly dedicated George W. Bush Presidential Library and Museum in Dallas Thursday, President Barack Obama reportedly ordered the United States military to reinvade Iraq.

The president told reporters that the museum’s numerous displays provided illuminating information concerning the ongoing threat posed by Iraq and the necessity of re-deploying combat troops in order to bring stability and lasting democracy to the troubled country.
